Ben Taylor (don't ask me why but this release is under the full name Benjamin Taylor which I've never seen in any of his releases). Ben Taylor is a wiz at bending lyrical rhythm to make it flow whichever way he feels and he feels it in some effervescent and bubbly ways. I had no idea this release was coming out but stumbling upon it was fortunate for all of us. Make sure you check his myspace so you can browse backwards through his discography.
